Title:  OneVA Pharmacy Implementation

PROJECT DETAILS: Business Information Technology Solutions, Inc. (BITS) has been awarded a sole-source prime contract in support of the VACI for the development of a software product which will modify the existing VistA software to allow pharmacies at OneVA locations to make changes and address prescriptions through a middleware model that meets VA standards.  BITS previously completed a VACI project demonstrating this was possible and has been awarded this follow-on contract for a rapid development cycle to take it to the next level for proposed national deployment of prescription portability.  Some modifications, such as the removal of controlled substances from the active refill list, will be made to the previously completed prototype.  BITS will provide all the documentation, complete with all testing activities and training for the enhanced software product in accordance with Initial Operating Capability requirements for delivery of this capability.  The BITS Team will provide a tailored set of Project Management Accountability System documents consistent with this approach.

Title: Veterans Access, Choice, and Accountability Act (VACAA) Clinical and Group Practice Program Management Support

PROJECT DETAILS: Veterans Health Administration has awarded BITS a prime contract for VACAA Program Management Support. VHA has a requirement for program management support to the VA Central Office (VACO) in Washington DC and program management support for the implementation of a superior Clinic Management Program in six medical facilities located at the following VA Medical Centers: San Francisco CA, Fort Harrison MT, Anchorage AK, Phoenix AZ, Bronx NY and Reno NV. VHA is conducting a Pilot at these seven sites, establishing new hospital based clinical and Group Practice Management (GPM) organizations and processes. The effort will include implementing best practices relating to Scheduling, Access and Customer Care identified in already completed VACAA efforts. Other tasks include administrative planning and execution of VHA’s training plan for the GPMs and their supported facilities. BITS along with its partner, A Square Group (ASG) will provide staffing for the pilot sites to customize the GPM implementation plan and facilitate work of the group practice managers(s), as well as coordinate and execute the VHA training plans for the clinical and GPM teams at each facility.

PROJECT DETAILS: VHA has awarded a prime contract for Applied Informatics Testing and Training Support Services. BITS is currently providing a team of IT Deployment Managers to perform four main tasks and associated subtasks that represent the day-to-day work of Applied Informatics Deployment (AID), Health Informatics (HI), Office of Informatics and Analytics (OIA), Veterans Health Administration (VHA). The four main tasks are: program planning, capability management, deployment services, and operations and maintenance. Program Planning is foundational to this effort; it focuses on establishing the framework for managing all deployment, test, and training services provided by AID and is fundamental to effectively accomplishing the remaining three tasks. This task provides the individual project preparation for VHA implementation, from inception continuing through the product lifecycle. It includes coordination, assessment, planning, and managing schedules, communications, documentation, and risk management. Capability Management Support is focused on ensuring the project outcomes are consistent with the requirements and expected results. Coordination is required with business owners/VA stake-holders, Applied Informatics Management (AIM), Strategic Investment Management (SIM), and other stakeholders to ensure the VA and VHA governance, strategic planning, prioritization, and funding processes aligned. The focus is to ensure potential impact upon project deployment, test, and training are understood and communicated. Further, this task involves review and assessment of the myriad project artifacts to identify and support mitigation of project execution issues that may affect the scope and success of deployment including research, evaluation, investment planning, and review of execution. Deployment Services execute VHA deployment activities across the various stakeholders and within VHA facilities. This is the core service AID provides to VHA. It involves review of OI&T produced deployment related plans, test scripts, and other test preparation artifacts; assessing documentation and coordinating stakeholder activities to fill gaps. As directed it also involves visiting local facilities for awareness, planning and assistance; identifying and triaging issues; coordinating site user tests and monitoring go-live events. This includes applying lessons learned from initial operating capability (IOC) to national implementation; reviewing plans for and supporting execution of national training; and coordinating deployment communications. This task reflects the critical role of AID as VHA’s focal point to effectively accomplish test, deployment, and training. Operations and Maintenance involves continuing support following implementation to ensure successful adoption and use of systems during VHA’s daily operations. Post deployment support for this task involves on-going monitoring, evaluation, and coordination to identify and support resolution of remaining issues; supplemental training; final reviews; stakeholder feedback and application of lessons learned to other national deployments; change management; and project closeout activities.

PROJECT DETAILS: VHA has awarded a prime contract forThe Architecture Business Services Task Order 6.  Services to coordinate and deliver business information architecture (BIA) for healthcare related work efforts that support major strategic initiatives, such as the Veteran Lifetime Electronic Record (VLER) and VistA Evolution.  This task order provides expert information architects and analysts who elicit data requirements from business subject matter experts (SMEs) and organize these essential information concepts in Unified Modeling Language (UML) models that are easily consumed and confirmed by these SMEs.  These models and associated work products (data dictionaries, traceability matrices, gap analysis) are components of the business architecture and requirements package submitted to the solutions delivery team who acquire/build and implement new business systems.      This task order also provides consultative services to integrate the information architectural work products with other architectural artifacts in support of an overall VA Enterprise Architecture.  The BIA architects collaborate with other business architects, standardization and interoperability terminologists and technical architects to support development of a consistent business framework where methods and standards are shared as much as practical and redundant efforts minimized.  The ABS task order 6 also provides for project management of this work to best utilize resources and report results.  BIA modeling standards and project-level repeatable processes are documented in the BIA Guidelines and, along with documentation on specific tools and templates used, are maintained and managed in a knowledge-retention repository.

PROJECT DETAILS:  BITS will support VHA, OIA, efforts in the Health Systems Office through involving clinical informatics in the development of hospital information management systems. BITS will provide support in clinical informatics for developing and driving successful hospital information systems. The purpose of the HS is to work collaboratively with other OI components and VHA Program Offices to develop, implement and monitor comprehensive portfolios of Information Technology (IT) systems in support of healthcare for veterans. This includes the coordination of Information Technology life-cycle management for all VHA IT systems and portfolios. The Office functions as a matrix organization to identify and work through cross cutting issues, and to maximize OI and Program Office resources in support of the IT portfolios of systems. The HS office has five major enterprise portfolios supporting VHA requirements.
