Proposal Manager


The Proposal Manager is a key position within the overall process at the BITS Group for developing new business as well as recapturing current work. As business opportunities are developed, the Proposal Manager becomes increasingly involved finally leading the effort to submit a compliant and complete proposal on-time to the customer. This is not a technical role – our strong core of technical talent and our partners will be responsible for developing a compelling technical solution. A successful Proposal Manager will be intimately familiar with our business, our current work and our capabilities in order to represent them well in our proposal. The Proposal Manager’s duties will include the following:

  • Participate in the technical solution development meetings to become familiar with the technical approach
  • Develop a detailed plan to execute the proposal effort to include technical resources, both internal and external
  • Develop a compliant set of document templates
  • Establish a schedule and regular status meetings with all participants; report progress and identify schedule and compliance risks as they emerge
  • Develop a compliance matrix and conduct compliance audits as the proposal progresses
  • Direct and/or perform the writing/editing/rewriting efforts, as needed
  • Conduct a series of proposal reviews (Pink, Red, Gold, etc) per the established plan
  • Prepare final documents for submission; capture all documents in corporate portal
  • Support the development of corporate proposal templates, contents and processes


We require that a Proposal Manager possess the following education and industry knowledge:

  • Bachelor’s degree
  • At least 5 years of experience writing Federal IT proposals
  • A working knowledge of industry accepted methods for conducting proposal ‘color reviews’
  • Familiarity with style guides (GPO, AP, etc) and how to apply them to templates and in conforming technical writing to them


We require that a Proposal Manager possess the following skills:

  • Expert with the Microsoft Office suite of products, especially Word
  • Ability to work with SharePoint, including establishing sites and managing documents
  • Skilled with related document and graphics tools such as Adobe and Visio
  • Skilled in meeting management, including scheduling, facilitating and capturing notes and action items

  • Ability to modulate different approaches to work with technical resources and obtain their input in a timely fashion
  • Ability to manage multiple initiatives in various stages simultaneously


  • Honorably discharged veterans
  • Security clearance is a plus
  • Familiar with IT methods, such as Agile, CMMI, ITIL, and/or SDLC


  • Must be a U.S. Citizen
  • Must be able to pass a background check and/or future security clearance
